Even though I am not a librarian, I read much of the report out of general interest.

I found the conclusion very messy - it seemed to reject a lot of practical solutions like wikis, blogs, RSS feeds and then when its says what libraries should be doing, its list lots and lots of not-fleshed-out soundbites like "created by opening the doors to the production of the Web, dismantling the current structures and inviting users in to create their content and establish new rules.".

Having said that, I do agree with much of what the report is saying - a lot of these tools are broadcast media; I have yet to see a library blog which isn't much more than a news channel and very few blogs (of any type) encourage participation. However, if the report is so cloudy on what people should be doing, its next to useless.
